Identical Bill Filed in House and Senate on Property Tax Reform – SB2 and HB2

AUSTIN, TX – At a press conference this morning, Governor Greg Abbott, Lieutenant Governor Dan Patrick, Speaker of the House Dennis Bonnen, Senator Paul Bettencourt, and Representative Dustin Burrows announced the filing of identical property tax reform legislation: Senate Bill 2 and House Bill 2. The bills would effectively lower the rollback rate of property tax to 2.5% without voter approval, and require voter approval to be requested during November uniform election dates. The current rollback rate is  8%. Republican Party of Texas Chairman James Dickey commented:

“We applaud Governor Abbott, Lieutenant Governor Patrick, Speaker Bonnen, Senator Bettencourt, and Representative Burrows for unifying around an issue that has been a concern for Texas families for years. Families feel like they are renting their private property from the government. This is a great step towards reducing the crushing burden of property taxation. Republican leadership in Texas is delivering for Texas families and this legislative session is just getting started. We look forward to supporting our elected officials as they work to ensure Texans receive the relief they deserve.”

The Texas GOP Platform supports establishing a property tax revenue growth trigger of 2.5 percent per year that can only be exceeded by a vote held on a November uniform election date while working to eliminate and replace the M&O school property tax
